BIRI™ Community Charter

1. Purpose and Scope

1.1 The BIRI™ Community exists to support the structured evaluation of the reliability of biosphere-related information sources.
1.2 This Charter governs conduct, access, participation, governance, and structural oversight of all participants within the BIRI™ digital ecosystem.
1.3 Access to any BIRI™ web application, database, API, widget, or affiliated system is conditional upon acceptance of and adherence to this Charter.
1.4 This Charter applies globally and operates subject to Singapore law.

2. Ownership and Operation

2.1 The BIRI™ Platform is owned and operated by Planetary.Blue Pte. Ltd., a Singapore registered company.
2.2 All infrastructure, software, datasets, trademarks, and operational systems remain the exclusive property of Planetary.Blue Pte. Ltd., unless otherwise stated in written agreements.
2.3 No provision of this Charter grants equity, ownership, management rights, or intellectual property rights to any participant.
2.4 No third party is granted any rights under this Charter.

3. Definitions

3.1 BIRI™ refers to the Biosphere Information Reliability Index, a trademarked measure of the reliability of information sources. It does not rank specific information, only the likelihood of the information being reliable.
3.2 Platform refers to all BIRI™ digital systems and services.
3.3 Community refers to all registered participants.
3.4 Reliability refers solely to source reliability and does not constitute endorsement.

4. Access is Conditional

4.1 Access to the Platform is a privilege and not a right.
4.2 Continued access is conditional upon compliance with this Charter and related policies.
4.3 Breach may result in suspension, restriction, downgrade, or permanent removal.
4.4 Access levels may be modified at the discretion of Planetary.Blue Pte. Ltd. management.

5. Access Levels and Rights

5.1 General Public
The General Public may observe publicly available content only, on completing verification.  

5.2 Contributors
Contributors may submit URLs, assign community ranking and participate in discussions.  Contributors may be invited to take part in commercial activities.

5.3 Subscribers
Subscribers participate under defined subclasses and receive graduated access.  Subscribers contribute to long-term platform development and may participate in Commercial development syndication provided to major sponsors.  They may initiate posts, edit posts and moderate content.

5.4 Curator
Curators hold the highest operational authority for reliability assessment. Curators may assign and edit official reliability assessments and access full datasets.

6. Subscriber Subclasses and Incremental Access

6.1 Concessional Subscriber
Widget access and limited analytics.

6.2 Commercial Subscriber
API access, advanced analytics, widget deployment.

6.3 Sponsor
Extended API capacity, integration support, and enhanced technical and commercial engagement including syndicated development support.

6.4 Privileged Developer
Privileged Developers status is by invitation only.  Privileged Developers enhance the dataset with URLs and promote the ecosystem.

6.5 Access Progression Principle
Each higher sponsor tier inherits all lower-tier privileges. No sponsor tier may exercise Curator authority.

7. Commercial Terms

7.1 Concession Tier provides widget-only access.
7.2 Commercial Tier provides API and priority access.
7.3 Privileged Developers Tier provides access in exchange for contribution.
7.4 Trademark attribution is licensed only under formal agreement.
7.5 Syndicated introductions of Sponsors to financial, deal flow and strategic partnerships will be undertaken under the supervision and attribution of the lead curator. Only Curators and Privileged Developers may participate in syndication of introductions.
7.6 Dataset ownership remains exclusively with Planetary.Blue Pte. Ltd.

8. Conduct and Integrity

8.1 Members shall act in good faith.
8.2 Manipulation of rankings is prohibited.
8.3 Coordinated distortion of reliability outputs is prohibited.
8.4 Conflicts of interest must be disclosed.
8.5 Unlawful conduct is prohibited.
8.6 Replication Prohibition
Unauthorized replication, redistribution, mirroring, extraction, reproduction, or commercial reuse of community content, rankings, datasets, or derivative outputs is strictly forbidden.
8.7 Legal Enforcement
Breaches shall result in enforcement action including pursuit of appropriate legal remedies.

9. Red Team Review Mechanism

9.1 A Red Team Review function shall test methodological integrity, bias resistance, system manipulation risks, and governance robustness.
9.2 Red Team participation is limited to Curators and Privileged Developer Members.
9.3 Findings shall be documented and reviewed.
9.4 Any procedural updates resulting from Red Team findings shall be implemented in accordance with the policies set out in Clause 13.

10. Governance and Amendments

10.1 All decisions regarding access levels, appointments, removals, and structural role assignments are made by the management of Planetary.Blue Pte. Ltd. Curators and Privileged Developer Members may provide advice, but final authority rests solely with management.
10.2 Amendments to this Charter may be enacted by Planetary.Blue Pte. Ltd. management to reflect regulatory, operational, structural, or mission-aligned requirements.
10.3 Governance records shall be archived.

11. Data Governance and Intellectual Property

11.1 BIRI™ is a protected trademark.
11.2 No participation grants intellectual property rights.
11.3 Contributions grant a limited non-exclusive license for use within the Platform only.
11.4 No fiduciary, partnership, joint venture, or agency relationship is created by this Charter.

12. Foundation Structure

12.1 A BIRI™ Foundation may be established to support long-term mission continuity.
12.2 Membership will be limited to Curators and Privileged Developer Members and is by invitation only.
12.3 Ownership Limitation
The Foundation shall not hold a majority share of ownership or voting control in any entity operating the BIRI™ Platform.
12.4 The Foundation shall operate under a separate constitution consistent with and subordinate to this Charter.

13.8 These documents may be updated from time to time by Planetary.Blue Pte. Ltd. and shall apply in their most current published form.

14. Termination and Enforcement

14.1 Violations may result in suspension, downgrade, or removal.
14.2 Sponsor access may be revoked for breach.

15. Jurisdiction

15.1 This Charter shall be subject to the Laws of the Republic of Singapore.  No third party shall be granted rights under this Charter.  Disputes arising from This Charter shall be subject to the sole Jurisdiction of the Courts of Singapore

16. Effective Date

16.1 This Charter takes effect upon publication by Planetary.Blue Pte. Ltd.
